Mr. Ambassador: I have the honor to acknowledge receipt of note no. 17, dated the 3rd instant, in which, referring to the arrangements entered into with the Minister of National Defense by Vice Admiral Ingram during his recent visit to Montevideo, Your Excellency expresses the desire of knowing the opinion of the undersigned concerning the interpretation which Your Excellency gives to the said arrangements and sets forth in the said note.
In reply I take pleasure in stating that I concur in the said interpretation and also that the arrangements in question have my approval.
