106. The Navy Department states that it approves the informal arrangements, which form the subject of your 99 of January 21, 6 p.m. and subsequent telegrams, entered into during the visit of Admiral Ingram and is prepared to render the requested assistance provided, however, that these arrangements are formally confirmed in a written agreement with the Uruguayan Government in order to assure the free use of these facilities to seaplanes of the United States Navy.
The Department considers that this could be effected by an exchange of notes between the Embassy and the Uruguayan Government. If you concur please transmit to the Department text of proposed communication for approval of Navy Department.20 It is suggested that you may wish to consult Admiral Ingram.
