The Acting Secretary of State to the Ambassador in Nicaragua (Stewart)

Sir: The Department encloses herewith a copy of a memorandum57 prepared some time ago regarding the possibility of terminating the official connection of the United States with the Customs Collector ship in Nicaragua.58 The action of the Collector of Customs59 in [Page 1419] his capacity of President of the Price Control Board, reported in your telegram no. 429 of July 7, noon,60 has impelled the Department to give further consideration to this matter.

The Department requests that you study the enclosed memorandum and that you give careful thought to those other factors affecting this matter which in your opinion merit consideration. The Department would then appreciate a statement of your views as to whether any steps should now be taken to terminate our official connection with the Customs Collectorship. In the event that you should feel that this connection should be terminated, you are requested to recommend the specific steps which in your opinion should be taken in this connection.
