The Secretary-Manager of the Inter-American Coffee Board (Delafield) to the Secretary of State
Sir: I have the honor to inform you that the Inter-American Coffee Board, at its meeting of January 12, 1944, approved the following table showing, for the quota year beginning on October 1, 1943, the adjusted quotas for the exportation of coffee to the United States of America for the other countries participating in the Inter-American Coffee Agreement:4

The adjusted quotas were calculated in accordance with the Board’s resolution of March 11, 19435 which provided in part for the establishment, on October 1, 1943 of the quotas for the United States market at 110 percent of the basic quotas, and in accordance with the second paragraph of Article IV of the Inter-American Coffee Agreement which provides:
“In the event that, due to unforeseen circumstances, a country’s total exports of coffee to the United States of America exceed in any quota year its export quota for the United States market, that quota for the following year shall be decreased by the amount of the excess”.
