186. For Scotten. War and Navy Departments have approved latest Ecuadoran counterdraft of Galápagos agreement, which is identical with that you brought here with you except for omission of ratification clause in Preamble. Quito was informed by telegram of May 1752 that this Government will be ready to sign once certain minor changes have been made in Spanish text. Embassy has been asked to telegraph the Department if Ecuador is similarly ready, and been informed that General Brett53 will then be requested by War Department to send an officer to Quito to sign.
