The Acting Secretary of State to the Ambassador in China (Gauss)

1378. Department has been informed by War Department that Emmerson and Davies are proceeding to Yenan. With their arrival, there will be in the area four officers who, although on detail to Stilwell’s headquarters, are nevertheless secretaries of the Embassy. It is not clear to the Department whether their duties are to be connected primarily with matters of a military character or are to be primarily political and in the field of reporting as seems to be the case with Service. In the latter event the Department is inclined to question either the need or advisability of having four officers in that area and would appreciate receiving your comment on the matter.
