The Secretary of State to the Ambassador in China (Gauss)

A–212. Under Chungking date line of September 14, 1944 the Chinese News Service released the following item:

“Regulations governing the administration of funds and materials contributed by foreign countries were rectified and approved by the Executive Yuan yesterday. The committee for the administration of such funds and materials will be given charge of registration, investigation and statistics concerning the disposal of the funds and materials, and is empowered to make suggestions and contact the representatives of the foreign contributors in China.

“All Government organs and public bodies that wish to appeal to foreign countries for contributions will be required to submit their [Page 163] program and publicity documents to the committee for examination and registration.”

The Department would appreciate the Embassy’s comments in regard to the scope of the regulations above-mentioned and their implications with regard to any American interest that might be involved.
