The Chargé in Iran (Ford) to the Secretary of State

Sir: I have the honor to refer to the Department’s telegram No. 409 of July 6, 1944 instructing the Legation to advise the authorities concerned that the United States Government feels it unnecessary to join in the proposed Irano-American-Soviet-British agreement on financial responsibilities for the war-time operation of the Iranian State Railways. The British Embassy was informed of this decision by letter dated July 12, a copy of which was sent to the Soviet Embassy. To date, I have had no reply nor comment from either Embassy.
Since the Legation had never discussed the question with the Iranian authorities, no notification of the Department’s decision has been made to the Ministry of Foreign Affairs.
