808. From Department and FEA. Reference your 1525, April 29.41 We do not feel that presentation at this time of your proposed note [Page 530] on Bothnian traffic42 would jeopardize the attainment of our other objectives. It might, in fact, strengthen our position by further indicating to Swedes our doubts as to the advantages of the War Trade Agreement in view of their performance under it. You are therefore requested to present the proposed note with British concurrence. [Department and FEA.]
