494. Department is in agreement with the position taken by you as stated in your no. 1774 of December 15. We feel that any discussions [Page 1441] or negotiations with the Yugoslavs should be conducted at some appropriate place where competent US and British representatives can participate. We are still opposed to any relaxation of our stand with respect to observers. We assume that if SACMED is unable to obtain an agreement along the lines specified by the CCS he will, in accordance with his instructions, so advise the CCS.
