The Ambassador in the United Kingdom (Winant) to the Secretary of State

10575. Personal for the Secretary. When I was in Washington I discussed within the Department, with McCloy26 in the War Department, with Francis Biddle27 in the Department of Justice and the President problems relating to war crimes.

Since returning here I have talked with Mr. Herbert Pell who represents us on United Nations Commission for the Investigation of War Crimes. He tells me that the situation in that Commission at the present time makes it necessary that he go home to report.

I believe it would be wise to call him back in order that we may coordinate our policies in this field and particularly as there are decisions pending here about which you should be promptly and completely informed.28
