The Ambassador in the Soviet Union (Harriman) to the Secretary of State
[Received September 30—1:53 p.m.]
3740. An article by Ehrenburg in Red Star for September 27 demanding the stern punishment of war criminals includes the statement that in the list prepared by the London Commission, the names of Hitler and other leading Nazis are not included. This statement is made notwithstanding the fact that the Secretary’s denial of such charges has twice been published in Soviet press. Ehrenburg further states that fear lest German child murderers not receive their deserved punishment darkens dawn of victory for soldiers both in east and in west. In conclusion, Ehrenburg states that not vengeance but justice is demanded and promises that Soviets will not leave Fascist crimes unpunished.
