514. From Pell. Following conference at Foreign Office, Commission was organized formally at meeting held January 18. Rules of organization and procedure were adopted. Foreign Office ready to drop proposed technical committee provided governments concur. All members agree that Commission is adequate. Consensus is that Commission should take broad view of functions and make recommendations to governments on means of enforcement, including choice of tribunals. Refer to Embassy’s 8504, December 6 [7] and your 8229 December 30.11 Request authorization that Mr. Preuss12 act as alternate at any meeting or part thereof. Detailed report follows.13 [Pell.]
