2161. Your 2287, July 6. Please point out to Massigli that this Government takes an extremely serious view of the reports of the execution of the six German prisoners of war and of the sanctioning [Page 1237] of the incident by the French authorities in North Africa. The American Government is greatly concerned lest these reprisals lead to counter reprisals by the German authorities against American and Allied prisoners of war. Please report the reply which Massigli makes to your representations.
