8293. American Interests, Germany, Civilian Exchange. Following is substance Swiss note dated December 22:
Foreign Office transmitted to Swiss Legation Berlin communications based on Madrid’s 3708, November 9 to Department63 and Department’s 3928, November 18.
[Page 1190]Swiss Legation states with regard Switzerland’s right to take steps include Paraguayans in forthcoming exchange that Germany never contested American Government’s right to make exchange proposals in name of all western hemisphere countries. German Foreign Office never objected to Swiss Government conducting exchange negotiations on behalf of countries not represented by Switzerland. However Swiss Legation thus far only proposed to Germans for exchange nationals of Swiss protected countries, this likewise applicable to from 50 to 57 [75] bearers of Latin American documentation to be exchanged in Category F. Swiss Legation nevertheless informed Germans that American Government envisages special German-Paraguayan and German-Colombian exchanges (Department’s 3928, November 18 and Legation’s 7684, November 22).
Concerning Paraguay, Swiss Legation has Spanish Embassy’s consent to designate for exchange certain of bearers Paraguayan documents at Bergen-Belsen. It accordingly appears that Switzerland’s right to act for Paraguayans in organizing general American-German exchange is settled with Spanish representative and German Foreign Office.
