ReDepts 2232, September 18, 8 p.m. The British Ambassador having approached the Soviet Government on the subject of the proposed declarations by Rumania, Bulgaria and Hungary concerning the protection of refugees, I have informed Molotov by letter [Page 1162] that the United States Government is in agreement with the purpose of the British proposal and has no objection to the suggested text of the declaration.
