2184. Department’s 1460, June 9, 9 a.m.,88 and Embassy’s 2152, June 15, 3 p.m.,89 regarding proposals of War Refugee Board. The Embassy has received a secret note dated June 18 from Vyshinski stating that the contents of the Embassy’s note of June 15 have been brought to the attention of the Soviet Government and that the Soviet Government has instructed Vyshinski to state that it does not consider it expedient or permissible to carry on any conversations whatsoever with the German Government on the questions touched upon in the Embassy’s note.90
