3071. For Fulbright. We are pleased with good progress being made by delegation. In order that draft plan for a United Nations organization for educational and cultural reconstruction as outlined your 3124 of April 17 may receive careful consideration here on all aspects and be discussed informally with interested members of Congress, we would prefer not having plan formally approved and submitted by Conference to United Nations for adherence until it has been informally referred to interested governments for preliminary consideration, comments and possible suggestions. We believe it essential for us to have an opportunity to go over plan with you on your return here before it is formally approved and submitted by Conference to this Government. Please make our position on this clear to Conference members and observers. Please continue full reports on developments and forward full text of proposed plan.
