Meeting of the Three Chairmen

Gromyko, Cadogan and I had a meeting in my office immediately following the close of the final plenary session to discuss the longer communiqué. I stressed that I felt that it was most important that agreement be reached so as not to prejudice publication on October 9th. [Page 846] Both Gromyko and Cadogan indicated that they had no authority to recede from their positions on the matter. Finally, at Cadogan’s suggestion, it was agreed to leave the matter for direct settlement between Moscow and London. Jebb, who was present, commented that the British suggestion was in line with the Moscow Declaration, to which Dr. Pasvolsky expressed agreement.51 Both agreed to communicate promptly with their governments on the question.

Conversation with Mr. Hull

I called the Secretary at 4:45 and reported that we had finished with the Soviets. I reported that we expected to go through with the plan of publication on October 9th, with transmission to other governments a little ahead of time so that the courteous thing would be done. I said we were thinking about 48 hours. I arranged to call for him at his apartment at 2:45 tomorrow afternoon to take him to the opening of the Chinese phase. I sent Mr. Hull an authenticated copy of the Dumbarton Oaks memorandum signed by the respective chairmen of the three delegations, for the Department’s archives.
