The Acting Secretary of State to General George C. Marshall, Chief of Staff of the United States Army

Dear General Marshall: I wish to thank you for your secret letter of August 3, 1944, and its enclosures, on the subject of whether or not post-war territorial settlements, including the question of “Territorial Trusteeships”, should be discussed at the forthcoming four-power discussions on the subject of international organization and security.

As you have undoubtedly been informed, this matter has been fully discussed in general meetings of the members of the American group designated by the President to participate in the conversations under reference.69 The Army and Navy officers, who are members of the American group,70 have been good enough to give us from time to time an exposition of the views of the Joint Chiefs of Staff on this matter. I can assure you that there has been full agreement on the part of all members of the American group on this subject.

The Department is grateful to you for having made available, by means of the letter under reference and its enclosures, a full exposition of the views of the Joint Chiefs of Staff on this important matter.
