This refers to Department’s 3487, May 1, 5 p.m.59 Foreign Office instructed British Embassy to inform you that the release of the tripartite statement on satellite countries had been held up at the request of the Cabinet in order that it might be given further consideration. [Page 603] I understand that in spite of previous acceptance by the Foreign Office there are certain passages in the statement which the Cabinet feels should be changed. The Cabinet is considering the text of the statement this afternoon and Foreign Office promises to give me the suggested changes as soon as possible whereupon they will be urgently telegraphed to the Department.
