The British Ambassador (Halifax) to the Secretary of State

Dear Mr. Hull: You will recall that on March 20th I left with you an Aide-Mémoire35a about the application of the principle of unconditional surrender to minor Axis European States, explaining that a similar approach was being made to the Soviet Government. I now enclose a copy of a telegram from our Ambassador at Moscow36 giving the reply of the Soviet Government.

Can you now tell me anything more about the United States position?
