9549. Department’s 9178, November 2, 7 p.m.96 Directive from CCS to SACMED enclosed with Department’s instruction 4535 has not been presented to the EAC.

On October 4 Strang wrote to Mr. Winant suggesting that they send Gousev identical letters summarizing the pertinent parts of that directive. Strang later withdrew this suggestion in favor of that outlined in Embassy’s 8840 (October 17, 6 p.m., Comea 113).97
