1878. For Dunn1 from Phillips.2 It would be helpful in dealing with questions involving censorship control in liberated areas if I might be informed whether such censorship should be used solely as a military measure or might be broadened in scope to include such matters as trade information, etc., for use in the post war period. My personal understanding is that it should be used only as a military expedient but I should appreciate receiving the Department’s views. [Phillips.]
