432. Your telegrams Nos. 36624 and 367.25 We entirely agree. I have telegraphed Stalin as follows:
“His Majesty’s Government are in full agreement with proposals of General Eisenhower telegraphed to you by the President on this first day of October and hope you will concur.
2. We also hope you will join with the President and me in threefold declaration to be made public immediately following a declaration of war against Germany by Italy.”
