My telegram No. 711, April 2, 6 p.m.19 Exclusion of Argentina from invitation to post-war food and monetary conferences20 [Page 830] has caused a profound impression here, although owing state of siege regulations press comment has, with few exceptions which are being reported by airmail, been extremely guarded.
One of my colleagues informs me that the Finance Minister21 professed pained surprise that Argentina, one of the world’s greatest grain and meat producing countries, should not have been invited to the food conference.
