550. My telegram No. 546, July 3, 9 a.m.77 I am confidentially informed that at last night’s Cabinet Council Meeting an agreement is said to have been reached which changes the rubber agreement substantially in favor of Ecuador. As today is a holiday we do not expect details until Monday.
