Memorandum of Conversation, by the Secretary of State

The Soviet Ambassador called at my request.
He complained with emphasis that this Government consumes too much time, sometimes two months, in making reply to Soviet representations relating to minor matters, in particulars I replied that we ordinarily had some good reason when there was some delay, but that I would give the matter attention.
