403. American Interests.

- The Department desires that all persons inquiring concerning the welfare and whereabouts of, or the transmission of funds to, American nationals in enemy territory be referred either to the Legation at Bern or to the Department. Please so inform the Swiss Government, for its guidance and for guidance of its diplomatic and consular representatives in the United States and in other countries.

- In general, inquiries concerning, or messages for, American nationals in enemy territory will not be transmitted by telegraph unless the person requesting the transmission of the inquiry or message agrees to pay telegraphic charges (concerning which detailed instructions will follow).
