Department’s circular telegram December 7, 4 p.m. Minister for Foreign Affairs informed and he conveyed the message to President Medina who authorized him to tell me that the United States has the entire sympathy of Venezuela and that the Venezuelan Government is determined to fulfill all of its obligations in defense of the continent.
