The British Ambassador (Halifax) to the Secretary of State

Washington, 29 November, 1941.

Dear Mr. Hull: When I got back to the Embassy this morning I found a telegram from Eden asking whether it would be possible to let him see the text of the document given to the Japanese.

I have already told him of its general character as you described it to me, but I have no doubt, if you have no objection, he would be grateful for the opportunity of seeing the text.28
