Memorandum by the Assistant Secretary of State (Long)
The Secretary agrees that it is inopportune to pursue further at this time the question of the adoption by Russia of proposals to agree [Page 1024] to the Geneva Convention. We have urged directly upon the Russian Government our opinion in the matter and we have presented it to the Russian Government through the intermediation of its ambassador [minister] to Stockholm. Under those circumstances we have done what we could and it is now felt that we should refrain from any particular urging upon the Russian Government.
