The Ambassador in the Soviet Union (Steinhardt) to the Secretary of State

1765. Department’s 1112, October 2, 7 p.m., and Embassy’s 1758, October 4, noon. At a conference with representatives of the foreign press on October 4, reported in the Moscow papers, October 5, Lozovski,34 the Assistant Commissar for Foreign Affairs, read a lengthy prepared statement regarding freedom of worship in the Soviet Union. This statement was unquestionably that promised by Oumansky and mentioned in my telegram under reference. The full text of Lozovski’s prepared statement and of his responses to questions propounded by the newspaper correspondents follows in a telegram bearing the next successive number.
