The Acting Secretary of State to the Acting Attorney General (Biddle 9)

My Dear Mr. Biddle: I wish to refer to Mr. Berge’s letter of June 27, 1941 (WB: DEB: 146–7–40) enclosing a communication from the United States Attorney at New York City concerning the case of United States v. Gaik B. Ovakimian.10

In view of certain important considerations of an international character, this Department is of the opinion that it would be to the public interest to suspend the case against Mr. Ovakimian on condition that he leave the United States as soon as possible and never return.

It would be appreciated, therefore, if you would inform the authorities of this Government conducting the prosecution of Mr. Ovakimian of the opinion of this Department as expressed above.
