Memorandum of Conversation, by the Secretary of State

1941.
The British Ambassador called at his request. He brought up the Finnish question and stated that Russia desired Great Britain to declare war against Finland. I disposed of the matter by saying that on yesterday I had sent a strong message to the Finnish Government bringing this matter as nearly to a sharp focus as possible short of a breach of relations, and paving the way for any further action at any time. This seemed to satisfy the Ambassador for the present.
