The Chargé in the Soviet Union (Thurston) to the Secretary of State

1964. Embassy’s 1961, November 21, 6 p.m. Vyshinski received me last night immediately after he had seen the British Ambassador. I handed to him an aide-mémoire containing a paraphrase of the statement [Page 659] contained in the Department’s instruction No. 1103, September 30, 7 p.m. This morning I conveyed orally the further information that the Government of the United States would be disposed to lend its good offices to prevail upon other oil producing nations to adopt a similar policy.
Vyshinski stated that he would bring the matter to the attention of his Government.
