Sir: The receipt is acknowledged of your note of June 24, 1941,74 in which you appeal to the Government of the United States to use its [Page 630] good offices in endeavoring to prevail upon the Government of the Union of Soviet Socialist Republics to withdraw its armed and administrative representatives from the territory of Estonia, to permit the return to Estonia of Estonian citizens, including Governmental officials, who have been deported to the Soviet Union, and to release all political Estonian prisoners.
While this Government has the deepest sympathy for all countries and people, including the country and people of Estonia, which have fallen as victims of aggression, it believes that it would serve no useful purpose for it to undertake at the present time the steps suggested by you.
