The Ambassador in the Soviet Union (Steinhardt) to the Secretary of State

1346. The British Ambassador informed me this evening that he signed the Pact of Mutual Assistance and its supplementary provision precluding a separate peace with Germany this afternoon at 5 o’clock at the Kremlin.57 Stalin was present at the signature.
