The Ambassador in the Soviet Union (Steinhardt) to the Secretary of State

1204. I have been informed by the British Chargé d’Affaires that an arrangement has been made in London for the exchange of British and Soviet military missions and that the British mission consisting of an air adviser, a naval adviser and two military advisers will shortly arrive at Moscow.43 Baggallay also informed me that Cripps would shortly return to his post, probably accompanying the British mission. Baggallay is to see Vyshinsky this evening for the purpose of conveying an official confirmation to the Soviet Foreign Office of the understanding regarding the exchange of missions informally reached in London.
