382. My 366, July 10, 8 p.m. I have learned that the new Russsian Minister here has now assured the German Minister71 that Russia will not go further in Rumania. For what it is worth and insofar as he may be informed of his Government’s real intentions from day to day this is noteworthy in that the declaration was made to the German Minister and by him communicated to his Government.
