- I have expressed to the Foreign Minister informally my personal opinions with regard to the current negotiations with Germany and Italy. I am satisfied from this talk with Arita and also from various journalists who are in close touch with him that the decision, whatever [Page 12] it may be, will be reached only after full consideration of all the factors involved.

- My latest unconfirmed information is that the Japanese Government is still insisting upon limiting the scope of the proposed alliance to exclusive application to Soviet Russia.
