Referring to my telegram No. 155, December 15, 6 p.m. The Japanese Consul General has just informed me that from today the Pearl River has been reopened to navigation under the same conditions as existed prior to its temporary closing on December 17, and that the West River and its branches will remain closed until the end of the month.
