Memorandum of Conversation, by the Chief of the Division of Far Eastern Affairs (Hamilton)
The Chinese Ambassador called at his request. He referred to a conversation which he had had with the Secretary some weeks ago56 during which he (the Ambassador) had expressed the hope that it might be feasible for the American Government to extend credits to the Chinese Government in addition to the credits extended by the Export-Import Bank to the Universal Trading Corporation. At that time the Secretary had suggested that the Ambassador might care to take this matter up with Mr. Jesse Jones.
The Ambassador said that he had discussed the matter with various officials in the Treasury Department and that those officials seemed definitely to prefer that any initiative in this matter in so far as American governmental agencies are concerned should come from the Department of State.
I asked the Ambassador whether he had as yet seen Mr. Jesse Jones. He said that he had not but that he intended to do so.
