Department’s 113, June 23, 7 p.m. I took the occasion last evening to bring this matter to attention of Kung who stated it was their desire to cooperate with American banks and suggested that situation would be simplified if American bankers joined Exchange [Page 679] Stabilization Fund, from which they were buying exchange. He pointed out that French had joined. It is my understanding that one of the purposes of recent visit of French Ambassador to Chungking was to complete an arrangement whereby a French contribution to the Stabilization Fund set up by British was made.
