766. The Chinese Ambassador25 gave me this morning a copy of an aide-mémoire which he had presented to the French Government on April 13th requesting the French Government (1) to contribute to the Chinese currency stabilization fund; (2) to grant a guarantee of credits to facilitate the financing of railway and industrial developments in Southwestern China; (3) to reduce the transit duties on supplies of materiel for China through Indo-China.
I shall forward a copy of this aide-mémoire by pouch tomorrow.26
