Reference Department’s telegram No. 143, May 4, 1 p.m.; and my telegram No. 320, May 10, 2 p.m.49 The Minister for Foreign Affairs this morning orally expressed to me the hope of the Chinese [Page 404] Government that American banks would do nothing that would assist the newly formed Huahsing Bank in Shanghai which he said had been created by the Japanese as a means of attacking Chinese currency.
