93. Reference Department’s instruction No. 1683, March 18, in regard to difficulties which the Universal Leaf Tobacco Company is experiencing at Tsingtao and which should be received by you shortly, and Tsingtao’s 84, April 4, 3 p.m.,³² in regard to allotments of Shantung’s tobacco crop.

Department suggests that you may in your approach to the Japanese Foreign Office wish to make use of the information contained in paragraph 2 of Tsingtao’s telegram under reference and to register objection to the institution of an allotment system.

Repeated to Chungking and Tsingtao.
