The Department will appreciate your advising approximately as correctly as possible the number of bona fide American citizens in Norway who desire to secure transportation facilities to the United States. We will also appreciate your estimate as to whether the passenger steamship facilities under neutral flags are adequate. You are requested not to make known that this inquiry has been addressed to you and to make your own estimate discreetly.
