615. Department’s 329, September 20, 6 p.m., Baptist Memorial chapel at Wuchow. There was sent to the Foreign Office on September 19 a note containing reference to “this unwarranted attack which directly imperiled American lives and destroyed American property used for humanitarian purposes [apparent omission] despite the fact that, as in other cases the property was clearly marked with Ameriican flags” and asking for prompt issuance by Japanese Government of instructions “which will prevent the recurrence of similar acts.”
