329. Canton’s September 18, 11 a.m.,⁹⁴ in regard to the bombing of the Baptist Memorial Hospital at Wuchow, Kwangsi. Upon the basis of available information the Department is of the opinion that the case under reference should be made the subject of a formal protest to the Japanese Foreign Office in accordance with the last paragraph of the Department’s 64, February 18, 6 p.m.
